Bradford HOA Meeting Minutes

July 12, 2009

Meeting Started: 3:03 p.m.

Those Present: James Barnes, Mike Welty, Rick Gibson, Don Mallonee, Cherryl Cox.

President:

  • Cherryl reported that Josh Penney from Suburban was scheduled to meet with the Board, but was not in attendance. 
  • Cherryl has made several calls to Veronica Hickman but has not found her at home.  Cherryl will continue to call concerning Ms. Hickman’s dues payment plan and report next month. 
  • Cherryl announced future board meetings and locations as follows: August 9; September 13; October 11; November 8l.  All meetings are scheduled to begin at 3:00 PM; no meeting is scheduled for December.  The annual Bradford Homeowners Meeting is scheduled for Monday, October 12 at Westlink Christian Church.

Secretary: No Report

Treasurer:  

  • Rick reported that financial reports had been e-mailed earlier, but voiced some concern over the accuracy of the reports. 
  • Rick has changed the type of checking account to avoid service charges, and but the new account limits the number of transactions that can be made without service charges. 
  • Rick will check back with the bank on continuing charges for online banking and with Westar on consolidating the number of bills sent each month.
  • Rick will communicate with the accountant to try to determine why the accuracy of the monthly financial reports is so easily questioned.  Discussion concerning the possibility of changing accountants ensued; no specific action was taken.
  • Irrigation, mowing, edging and other commons issues are continuing problems.  Rick noted that he and Josh Penney met earlier agreed that better communication with Suburban could be expected if both Bradford HOA and Suburban each had one point of contact and Suburban filed weekly reports of what had been accomplished or neglected that week.  Mike moved that Rick serve as the Bradford point of contact for Bradford HOA; Don seconded; motion passed.  Rick will call Suburban to arrange better communication.

Collections: 

  • The attorney for Bradford HOA sent letters to several homeowners with long overdue dues payments, but the letters generated no response as yet.  Those who do not respond before the next board meeting (Aug 9) will be taken to small claims court in an attempt to recover these dues and expenses incurred. 

Commons:   

  • Cherryl noted that some decisions will be necessary concerning the replacement of trees around the lake and/or planting new trees.  Several board members expressed the need for a plan for planting trees in the commons areas.  Mike moved (James second), that Cherryl be authorized to spend up to $300 for some landscape professional to provide us a plan for planting trees around each lake.  Motion passed; Cherryl to follow up.
  • Rick reported that a new bid for replacement of the short fences at the end of each common walk has been requested.

Architectural: 

  • James reported on several routine issues concerning boats parked in drives too long and painting requests.  No major issues were reported.

Pool: 

  • One homeowner is asking a friend in the Security profession to advise as to the security needs for the Bradford pool area and/or to bid on providing for these needs.  No commitment to pursue providing additional security to the pool, but some discussion concerning the need for lighting the pool area was held. 
  • Rick will check on possibility and cost for Westar to provide security lights for the area.

New Business: 

  • Cherryl asked everyone to start planning now for the 2010 budget.  Each board member should check the most current financial report of 2009 budget figures and start to think about projections for needs next year.
  • Drainage issues and regulations for sump pumps was discussed and city regulations reviewed; no action taken.
  • Cherryl requested changing the format and/or content of the newsletter in order to increase readership.  There was no objection to printing the newsletter in a new format.
  • A complaint about fireworks in the neighborhood led one homeowner to ask why we didn’t ban fireworks in our Covenants.  There is general agreement that we would not have the authority nor any way to enforce a ban on legal fireworks.
